During the forum, Russia's President Vladimir Putin and Kazakhstan's Nursultan Nazarbayev discussed the key issues of energy cooperation. Among the participants of the event there were heads of key ministries and departments, representatives of the federal subjects of Russian Federation and Kazakhstan's regions.

The forum participants were offered to discuss topical issues facing the oil and gas companies. During their work five teams led by the experts made their recommendations, prepared their final resolution and signed a memorandum on cooperation between the Russian Federation and the Republic of Kazakhstan. Recommendations received in the course of sessions were transmitted to the relevant government authorities, members of parliament, business associations and the media. The similarly-named exhibition "Innovation in the hydrocarbon industry" was also organized in the framework of the forum. USTU's installation presented among others was awarded diplomas of the Ministries of Energy of the Russian Federation and the Republic of Kazakhstan.

The event programme included tours of various oil and gas enterprises in Atyrau and visiting historical sites. On the second day of the forum a friendly football match was held between the teams of Russia and Kazakhstan.
